First card choice feels later: check the right counter

Compare the in-match progress display rather than your spendable Perk Points balance. Note the version and the first moment the game offers a card choice. A later first choice and a menu that never responds are different symptoms. The patch describes a requirement change without supplying a universal XP threshold here; do not turn a remembered pre-update timing into a current timer.

The card you wanted was not offered

Check which deck is equipped to the Civilian you actually selected. Then separate owning a card from the random options currently offered. Spending again is not a useful first diagnostic step when the question is which deck was active. If a deck changed after an update, inspect duplicate limits before assuming a collection was lost.

The selection menu will not respond

Record whether the menu opened, whether choices appeared, and whether the rest of the game still responds. Note the action immediately before the failure and any error message. A card option absent from an otherwise working menu is not the same as a frozen menu. Preserve this distinction when reporting the issue; do not treat purchases or progression resets as established repairs.

A short after-match check

Record selected Civilian, equipped deck, displayed match progress and the observed card choices. If testing a deck edit, change one selection at a time and retain the previous setup in your notes. Use several observations to describe what happened, but do not infer a drop-rate formula from a small sample. Review temporary upgrades separately if card levels changed.
